When Local Capacity Delivers Lasting Results

Sustainable water service delivery is strongest when local capacity is placed at the center of implementation.

During a recent field visit conducted by the Executive Director of Ruta Serenity Initiative (RSI) in Kapirr Sub-County, Ngora District, we had the opportunity to engage with Akiriat Agnes, a dedicated local hand pump mechanic whose work powerfully demonstrates the impact of investing
in community-based technical leadership.
Across several boreholes and shallow wells under her maintenance, the results were evident: consistent functionality, timely preventive maintenance, and rapid repair of minor faults before they escalate into major breakdowns. The reliability of these water points reflects not just technical skill, but a structured and accountable local maintenance system.
Through RSI–Ruta Serenity Initiative’s intervention—implemented in collaboration with Ngora District Local Government and other strategic partners—Akiriat Agnes plays a critical role in maintaining and rehabilitating non-functional water sources. Her leadership in preventive maintenance significantly reduces downtime, protects infrastructure investments, and ensures uninterrupted access to safe water for the communities she serves.
What stood out most during the Executive Director’s engagement was her exceptional self-motivation, accountability, and strong sense of ownership over results. This professional dedication has translated into measurable impact: over 400 households now enjoy reliable access to safe water through systems that are locally managed, cost-effective, and designed for long-term sustainability.
The field visit reaffirmed a core principle that guides RSI’s work—sustainable service delivery is achieved when competent local professionals are trusted, equipped, and supported within strong institutional systems.
At #RSI, we believe effective WASH programming extends beyond infrastructure development. It requires strengthening local technical capacity, reinforcing district-level collaboration, and embedding community ownership models that ensure services remain functional long after project implementation.
